Abstract： [Purpose/significance] Personality adjectives are often used to describe job requirements in the recruitment information of foreign data librarians. These personality characteristics have a lot to do with the matching ability of the data librarian. It is of great significance to identify the personality characteristics of data librarians and determine the importance of all kinds of personality in the work of data librarians for the recruitment of university data Librarians in China. [Method/process] To investigate the recruitment information of university data librarian in IASSIST, and to analyze the personality characteristics of the candidates from the five factors of the “Big Five” personality by using the methods of network investigation and content analysis. [Result/conclusion] In the recruitment of foreign university data librarians, personality characteristics such as innovation, initiative, and cooperation are emphasized. Extroverted personality and open personality among the “Big Five” personality are the most popular. We should pay attention to the application of personality characteristics and focus on the identification of extroversion and openness in China.

Abstract： [Purpose/significance] This paper aims at discovering the competencies that network public opinion analysts should have under the mobile Internet background. [Method/process] This paper conducted a deeply study of the competency characteristics and influencing factors of our country’s network public opinion analysts by the methods of mining, behavioral event interviews, questionnaires, and so on. [Result/ conclusion] The result shows that the competency of network public opinion analysts can be examined from personality traits, high-level vocational skills, information analysis capabilities, professional moral cultivation and industry knowledge. This research result will provide reference opinions for the selection, evaluation and cultivation of the network public opinion analysis talents.

Abstract： [Purpose/significance] By analyzing the situation, characteristics and deficiencies of academic library space service in Guangzhou Higher Education Mega Center, this paper summed up strategies for space service.[Method/process] This paper conducted deep and meticulous analysis in terms of space types, facilities, appointment and transformation through the field studies and questionnaire survey. And this paper summarizes the space service framework from four dimensions:space resource, infrastructure resource, human resource and service evaluation.[Result/conclusion] Academic libraries can promote space service by making scientific development plan, building diversified space, using information technology and developing an evaluation system.

Abstract： [Purpose/significance] The open access of university libraries in foreign countries, especially in developed countries, has developed rapidly. Although the open access of Canadian university libraries started slightly late, the development has achieved good results so far, and domestic research on Canadian university library open access is less. There are many lessons for domestic libraries to promote the open access process.[Method/process] The current situation of open access in 30 university libraries in Canada was investigated by using network survey methods and literature analysis methods, and their development status was analyzed in order to obtain reference for the development of open access in Chinese universities.[Result/conclusion] From the status quo of the open access of Canadian university libraries, we can draw inspiration for our country:improve and implement the open access policy, promote the digital transformation of university academic journals in China, increase the construction and opening of the university institution's knowledge base, establish partnerships, and hold open access promotion week to popularize concept.

Abstract： [Purpose/significance] This study constructs a model about use intention in public library makerspace in order to provide reference for improving public library makerspace operation. [Method/process] The model about use intention in public library makerspace is based on the unified theory of acceptance and use of technology, considering the library makerspace' and users' characteristics. We design questionnaires to collect raw data from users of public libraries through the way online and offline, and use structural equation modeling to analyze the data. [Result/conclusion] Performance expectation, perceived enjoy, perceived service quality and personal innovation have a significant positive influence on the user's willingness to use in the public library makerspace, so we make suggestions for improving public library makerspace operation in satisfying users' performance expectation, enhancing users' perceived enjoyment, promoting service quality and improving innovation.

Abstract： [Purpose/significance] The improvement of public cultural service efficiency is an important part of the construction of public cultural service system. Constructing the evaluation system of public cultural service quality from the perspective of user perception is a supplement to the existing theoretical research on service efficiency.[Method/process] Based on the principles of equalization, adaptability and the nature and characteristics of public cultural services, this study constructs a user evaluation model for the quality of public cultural services, and uses confirmatory factor analysis and path analysis to test the reliability and structural validity of the scale.[Result/conclusion] It is found that the user's evaluation of public cultural service quality consists of four dimensions:tangibility, transparency, relations and suitability, and the user's perception level of these four dimensions have a significant positive impact on their satisfaction level. The model has good reliability, validity and goodness of fit. It can provide reference for follow-up research and specific practice.

Abstract： [Purpose/significance] This paper aims to provide theoretical guidance for the practice of open sharing of scientific data in China by clarifying the motivations of open sharing of scientific data.[Method/process] The paper used stakeholder theory and normative analysis to analyzethe motivations of different stakeholders to participate in the open sharing of scientific data.[Result/conclusion] Stakeholder theory can be used to guide the practice of open sharing of scientific data. The stakeholders of open sharing of scientific data include governments, research institutions, research funding agencies, library and information agencies, data centers, professional associations, publishing companies, researchers, other enterprises, users and so on. These stakeholders all can benefit from the open sharing of scientific data, with different interests and motivations.

Abstract： [Purpose/significance] This paper summarizes and verifies viewpoints of barriers of scientific data open sharing in order to promote open scientific theory research.[Method/process] Based on the theoretical analysis of barriers of scientific data open sharing, 64 research hypotheses are put forward and used as the questions of questionnaire. Through questionnaire survey and data processing and analysis, the relevant research hypotheses are verified.[Result/conclusion] The barriers of scientific data open sharing mainly include 26 kinds of managing and implementing barriers, 13 kinds of legal and financial barriers, 9 kinds of technical barriers, 8 kinds of cognitive barriers, 4 kinds of cost barriers and 4 kinds of user barriers. In order to improve the level of open sharing of scientific data in China, the relevant solutions or strategies for the above obstacles should be formulated.

Abstract： [Purpose/significance] By summarizing the research results of open sharing of scientific data across the world, this paper provides a reference for promoting the development of relevant theoretical research and practice in China.[Method/process] By using text content analysis method, this paper analyzes the research progress across the world from seven aspects:open sharing policies of scientific data, platforms and projects, benefits and obstacles, mechanisms and models, stakeholder roles and responsibilities, applications and investigations, andstrategies and suggestions.[Result/conclusion] At present, the topic of open sharing of scientific data has been extensively explored across the world, especially on policies and platforms of open sharing of scientific data, mechanisms and modes, benefits and obstacles, and so on. But on the whole, it is still in its infancy, so it is necessary to improve the research level of open sharing of scientific data from the aspects of distinguishing between the concept and behavior of open sharing of scientific data and sharing of scientific data effectively, establishing and perfecting the mechanism of open sharing of scientific data and strengthening the investigation and analysis of the practice of open sharing of scientific data.

Abstract： [Purpose/significance] Image retrieval based on user emotion has become a hotspot in machine learning research. However, the corpus data of image sentiment feature annotation is mostly derived from the extraction of low-level features of images, which leads to the simplification and stylization of image retrieval process. The algorithm of image emotion feature extraction based on deep learning fuses the underlying features of the image into the high-level emotion semantics of the image, which provides a reference for the emotional semantic retrieval of images.[Method/process] Using the improved convolutional network model, the color and texture of the dataset image were taken as input, the emotion information of the image was automatically extracted by multi-layer operation, and the sentiment retrieval accuracy of the improved model was calculated though the back propagation algorithm, and an image sentiment feature extraction model with high rate and low degree of over-fitting was constructed.[Result/conclusion] This paper completes the extraction of emotional features of the image through an improved deep convolutional network model, and improves the retrieval accuracy by 10%.

Abstract： [Purpose/significance] By analyzing and researching the alumni services of thirty American academic libraries, the paper sums up the enlightenment of the alumni services of American academic libraries for China.[Method/process] The paper conducts analysis from the six aspects in-depth, including alumni column setting, literature lending service, electronic resource service, reference service, space service and other services through the network investigation method, the E-mail investigation and the induction.[Result/conclusion] Academic libraries in China can get the following enlightenments: thoroughly implementing the concept of alumni services, improving alumni services system, opening the column of alumni services, expanding the breadth and depth of alumni services, and carrying out cooperation with alumni association.

Abstract： [Purpose/significance] Development of the organizational management mode of library consortium in China is not mature. Lack of standardized regulation and fixed administrative staff leads to low operating efficiency of the organization and makes it difficult to achieve target. In contrast, earlier development of foreign library consortium results in a more mature and fixed mode, and its excellent organizational management experience is helpful for reference.[Method/process] In this study, 100 foreign library consortium all over the continents were selected as the investigation object and their organizational management mode were explored by employing literature survey, online survey, inductive method and comparative approach.[Result/conclusion] After analysis and induce the settings of management structure, administration authority and discussion mechanism of each management mode, four main characteristics about the organizational management mode of foreign library consortium are revealed: the organizational management policy is complete; the alliance members have a high degree of participation; the administrative departments have well defined power and responsibility; efficient in managing and operating the consortium. Consequently, the suggestions are put forward that regime is the guarantee to standardize library consortium management; high participation is the key to cooperative management in library consortium, and clarified responsibility is the main point in refined management and a steady management team is the premise of effective management in library consortium.

Abstract： [Purpose/significance]This paper compares the similarities and differences between Chinese and British public library laws from the perspective of public library governance, reveals the differences between these public library laws, and thus obtains beneficial enlightenment on Chinese Public Library Law.[Method/process] Firstly, this paper expounds the basic situation, legislative purpose and governance objectives of library laws in China and Britain respectively. Secondly, using the theory of public library governance, this paper analyzes the contents of library laws in China and Britain, and summarizes their bibrarygovernance units, governance subjects and governance evaluation. Finally, this paper compares the similarities and differences of the legal management elements of libraries in China and Britain, and makes a summary and reflection on this basis.[Result/conclusion] Chinese Public Library Law should flexibly apply the theory of library governance flexibly; expand the management unit properly; distinguish between the construction subject and the management subject strictly; further promote the corporate governance; and fully supervise the construction subject.

Abstract： [Purpose/significance] The paper aims to investigate and analyze the status of senior health information service in American public libraries, and provide reference for the development of related service in Chinese public libraries. [Method/process] Using Internet survey, literature survey, interview and case analysis, fourteen libraries are selected from the top 25 public libraries based on the Population of the Legal Service Area and whether they are providing senior health information service. [Result/conclusion] Following the standard service procedure, some public libraries in America take consumers over the age of 50 as center based on the consumer segmentation, the subject of health information service is focused to meet the senior information needs, and the purpose of senior health information service is to improve the health literacy, especially e-health literacy. All of these are the main features of senior health information service of public libraries in America.

Abstract： [Purpose/significance] By comparing with the relevant contents of public library law in Japan and South Korea, this paper provides reference for the development and improvement of public library law in China.[Method/process] The status for the development of the public library law in the three countries of China, Japan, and Korea will be introduced firstly. And then the similarities and differences of service content, the legislation, legal system, management system, and librarian setup in the three countries' public library law will be compared and analyzed.[Result/conclusion] So as to promote the further development of the library business, three suggestions for the development of library law in China are proposed:improving the legal system of public libraries; defining the entry thresholds for librarians; formulating quantitative standards for funding.

Abstract： [Purpose/significance] Research reveals that there are differences in the choice of health information sources for the elders due to different situations, which provides theoretical basis and countermeasures for the library and information agencies to better develop health information services for the elders. [Method/process] Research refers to the classification of information sources by information source horizon theory. Interview method was used to analyze the differences of choicing the health information sources in three situations, including dealing with the health-threatening situation, participation and involvement in medical decision making, changing or preventing the poor health behaviors, and the demographic characteristics were used to explore the group difference between the elders in the number of information sources. [Result/conclusion] Research results shows:firstly, in the three scenarios, organizational information sources and interpersonal information sources are the main information sources used by the elderly. Secondly, with the growth of age, the dependence of the elderly on interpersonal information sources gradually increases. Thirdly, under the three scenarios, the elderly are not high in the use of network information sources and printed information sources. Finally, there are obvious differences in the number of information source choices among the elders with different educational levels and self-assessment of economic status. Among them, the differences caused by educational levels are reflected in all three scenarios. The differences caused by self-assessment of economic status are reflected in situation of participation and involvement in medical decision making and health-threatening situation.

Abstract： [Purpose/significance] Comparing the funds management models of Chinese and foreign library consortia, which can reflect the strengths and weaknesses of the funds management modes of library consortia in China. Strategic management start with clear strategic goals and tactics; the management organization discussed from the management committee, finance committee, audit committee, etc.; the reporting system discussed from the annual report, audit report, budget report, etc.; the standardization of funds use discussed from the basis and process; the expansion of the funds strategy from the priority development items; The management personnel system discussed from the aspects of financial officer, auditor and coordinator. [Result/conclusion] By comparing and summarizing the similarities and differences of the funds management of Chinese and foreign library consortia, we can draw inspiration from them.

Abstract： [Purpose/significance] The purpose of this paper is to investigate and analyze the general situation and contents of foreign library spatial planning guidelines, and to provide reference for the development of Library spatial planning and guidelines in China.[Method/process] This paper used the method of network survey to obtain the guidelines of IFLA and the United States on library space planning, and used content analysis to analyze 7 special guidelines of library space planning from 3 dimensions:planning ideas and methods, planning contents and elements, planning procedures and steps.[Result/conclusion] IFLA and American library space planning guidelines are rich in content, wide in coverage, and highly flexible and applicable after continuous revision and improvement. The inspiration for the compilation of spatial planning guidelines in China:to formulate library spatial planning guidelines based on the existing standards and norms; to clarify the main body and stakeholders of the compilation of spatial planning guidelines; to follow the general process of library spatial planning guidelines; to clarify the core contents and principles of library spatial planning guidelines.

Abstract： [Purpose/significance] The evaluation criteria of "Library of the Year"award established by Library Journal of the United States since 1992 and the characteristic service items of the awarded libraries are studied in order to provide reference for our libraries to carry out special services. [Method/process] Through the method of network investigation and case analysis, this paper made a comparative analysis of the service characteristics of 19 libraries which won "Library of the Year"award from 2000 to 2018. [Result/conclusion] Summarizing the service characteristics of the awarded libraries: attaching importance to civic education, strengthening educational functions; emphasizing the concept of equal service, reflecting humanistic care; providing multi-community information services and participating in community construction establish development;establishing brand awareness and brand project. The enlightenment to library circles in China includes: scientific and rational role positioning; actively participating in community poverty plan; building characteristic service brand projects; and broadening partnership areas.
